기초단체장선거와 광역의원선거의 당락과 현직효과: 1998년~2014년 통합자료 분석

본 논문은 현직효과의 복합적인 개념, 즉 공직에 부여된 혜택에 기인한 직접적인 효과와강력한 후보를 배제시키는 간접적인 배제효과에 대한 경험적 검증에 중점을 두고, 역대 기초단체장 선거와 광역의원선거의 통합자료를 이용하여 현직후보가 지닌 경쟁력을 분석하였다. 분석결과, 현직후보의 당선율은 현직이 출마하지 않은 선거구의 후보보다 높고, 현직에 맞선 도전후보와비교해서는 월등히 더 높아 현직의 직접적인 효과와 간접적인 배제효과를 확인할 수 있었다. 이러한 현직의 이점은 광역의원선거보다 기초단체장선거에서 더 강한 반면, 정당 요인은 광역의원선거에서 더 강한 것으로 나타났다. 또 현직후보의 경쟁력은 2선의 단체장보다 특히 초선의단체장이 높았지만, 광역의원의 선수효과는 규명되지 않았다.
Abstract
Two important sources of incumbency advantages are derived from direct benefits earned as office holders and the scare-off effect deterring the entries of strong challengers. This study estimates and specifies incumbency advantages by comparing incumbents with their challengers as well as open-seat candidates in probabilities of winning in both mayor and local council member elections with the pooled data from the 1998 and the 2014 elections. It finds that incumbents have the most electoral advantages in all, open-seat candidates are in the second, and their challengers have the weakest competitiveness. The incumbency advantages are stronger in mayoral elections than in local council member ones, while party factors have a stronger influence on local council member elections than the mayoral ones. Sophomore surge is evidenced only in mayoral elections.
