Abstract
Because of increasing conflicts over economic interests in contemporary society, the value and usefulness of common resources has been increasing continuously. Proper use of common resources based on communal or local agreement can play an essential role for maintaining or developing local autonomy. Therefore, common resources can provide substantial economic benefits for communal members who are involved in possessing and controlling them. Recently, many people are interested in understanding social enterprises utilizing common resources. Like common resources, social enterprises can be operated by voluntary participation of local people. In some cases, communal use of common resources may accelerate the emergence of social enterprises, which can facilitate the maintenance and development of local communities. Forest resources and social enterprises utilizing themcan be applied to increase local economic wealth and to push upward local standards of living for poor local communities. In this context, we need to focus on the patterns and conditions of connection between common resources and social enterprises. With the establishment of social enterprises, communal forest resources can be usedmore efficiently. In Nuevo Zoquiapamwhich is relatively isolated with limited economic resources, people can manage communal forest resources utilizing traditional cargo system. Steady and planned timber production has contributed to provide stable employment opportunities for the local people and to distribute economic benefits evenly among themselves. Other than simple logging, they are able to acquire more profits by operating a sawmill as a kind of social enterprise. We should not overlook the fact that the development of communal forests is heavily influenced by local sociocultural elements even though it belongs to economic activities closely related to forest resources. The case ofNuevo Zoquiapamclearly reveals that rural communities keeping traditional social and political practice can manage local common resourcesmore efficiently. Specifically, traditional cultures and customs are reconsidered in contemporary society be means of the cargo system. We can find that collective decision-making process in the cargo system based on voluntary service and agreement can be applied to solve difficult problems related to communal resources and social enterprises. In addition, local people can take pride in their traditional cultures and can diminish corruption during the productive process of forest resources.
