Abstract

Historically common forest resources have been important economic resources for many rural communities. Especially forest resources can help the local poor maintain their households in the economic crisis. In the community of San Juan del Estado, traditional social structure and cultural customs called the cargo system have played an essential role in increasing economic efficiency in the processes of commercializing forest resources. However, the method of utilizing common resources may not be the same at all times. In a community owning common forest resources, the pattern of lumber production can change frequently over time. In fact, the use of common forest resources has been influenced by many socioeconomic and political factors other than government policies. Individuals and households belonging to a community with common forest resources may not simply accept the common property system always. Community members can selectively participate in the production of lumber considering their socioeconomic conditions, ecological discourses, and political situations in the society. Meanwhile, the development of forest resources is also affected by sociocultural elements. Therefore, local customs and ideologies should not be ignored when investigating lumber production. Even though the existence of common property system and concomitant regulations is crucial for the efficient use of common resources, the proper application of such system and regulations in a specific situation is an another difficult task. Regardless of them, the pattern of utilizing common resources can be changed depending on local economic and political conditions. Accordingly, the development of forest resources can accelerate socioeconomic differentiation in the end rather than realize social justice or equal income distribution. In short, while common forest resources can evenly provide economic benefits for the community, it may also create social conflicts or economic polarization.
