본 연구의 목적은 혁신도시 정책에 의한 지역 인구 변화 효과를 실증적으로 분석하고, 이를 바탕으로 정책적 함의를 제시하는 것이다. 이를 위하여 혁신도시 정책 이전 인구가 지속 감소한 경북혁신도시 지역을 분석대상으로 하고, 정교한 분석을 도모하기 위하여 준실험설계의 일종인 합성대조군방법을 적용하였다. 분석결과, 혁신도시 정책 이후 인구 규모, 생산연령인구 이동자 수, 순이동자 수는 처치 시점 유의하게 증가하였다가 이후 지속 감소하는 것으로 나타났다. 이는 이 지역의 혁신도시 정책이 인구의 사회적 증가를 지속적으로 유발하는 효과가 다소 미진함을 시사하는 것으로 이해되고 있다. 상기 분석결과를 바탕으로 수도권으로부터의 인구 유입을 위한 보다 적극적인 정책 대응, 그리고 이를 위한 중앙정부, 광역지방자치단체와의 연계, 협력 체계 구축의 필요성과 같은 정책 방향 관련 함의를 제시하였다.
Abstract
The purpose of this study is to empirically analyze the effect of local population change by the innovation city policy, and to suggest policy implications. Gyeongbuk innovation city area, where the population was continuously decreasing before the innovation city policy, was analyzed as the target area, and the synthetic control method was employed as the analysis method. As a result of the analysis, it was found that the number of migrants and net-migrants in 15-64, including the population size of this area, increased significantly at the time of treatment, and then continued to decrease after the innovation city policy. This suggests that the innovation city policy in this region is not effective in continuously causing a social increase in the population. Based on the above analysis results, policy implications related to the future innovation city policy direction are presented. They include a stronger and more active policy response to in-migration from the metropolitan area, and the establishment of a cooperative system and linkage with the central government and regional governments.
