일본어교육콘텐츠 공유시스템에 관한 고찰-다문화공생을 위한 커뮤니케이션으로서의 일본어교육-
A Study on Nihongo Education Contents Web Sharing System (NEWS): From the Perspective of Intercultural Communication for Multicultural Symbiosis

일본에서는 ‘다문화·다언어사회’가 형성되어 있는 곳이 적지 않아 각 지역자치단체에서는 행정관청이나 지역주민들이 힘을 합쳐 다양한 대책을 시행해 왔으며, 국가도 적극적인 정책 대응 및 일본정착 외국인을 대상으로 한 효율적인 ‘생활중심의 일본어교육’에 힘을 쏟고 있다. 지역에서의 경험과 노하우를 전국으로 발신하고, 보다 체계적이며 효율적인 일본어 교육콘텐츠를 공유하기 위해 2013년부터 일본 문화청(文化庁)에서는 일본 전국의 관공서, 일본어교육기관, 일본어교육 봉사단체 등이 개발하고 작성한 교재, 커리큘럼, 논문, 자료 등의 다양한 일본어교육콘텐츠를 ‘일본어교육콘텐츠공유시스템(NEWS)’에 등재하여 관리·운영하고 있다. 일본어교육콘텐츠공유시스템의 일본어교육콘텐츠는 초급레벨의 회화교육에 치중되어 있고 카테고리 분류가 중복되어 있으며 자료업데이트가 자주 이루어지지 않는다는 문제점이 있다. 그러므로 ‘생활자로서의 외국인’의 니즈 및레디네스를 고려하여 회사와 생활에 필요하며, 소속사회와의 연대감이 형성될 수 있는 ‘소셜 스킬(Social Skill)’을 양성할 수 있는 목적별·단계별· 수준별· 기능별·방법별의 다양한 학습 콘텐츠를 마련하는 것이 시급하다. 또한 교수자와 학습자의 관점에서 다문화공생 사회에서의 시민교육을 지향하는 것을 목표로 삼아 시스템 활용이 편리하도록 구성해야 할 것이다. 언어는 물질과 사람, 사람과 사람, 개인과 사회를 이어주는 고리이기도 하며, 스스로 내재하는 힘에 의해 그 역량을발휘할 수 있는 임파워먼트(Empowermemt)를 극대화 시켜줄 수 있으며 이는 다문화공생에 필수적인 요소이다. 일본어교육콘텐츠공유시스템이 단점을 보완하여 향후 다문화공생을 위한 일본어교육에 크게 기여하리라 기대해 본다.
Abstract
A significant increase of ‘multi-lingual, multi-cultural communities’ in Japan prompted administrative authorities and citizens of each community to take effective measures against foreigners settling in Japan. The Japanese government especially put much effort on efficient ‘education of the Japanese language for everyday life.’ In order to share efficient Japanese education contents, Japanese Agency of Cultural Affairs (ACA) established “Nihongo Education Contents Web Sharing System (News)” that provides to the foreigners settling in Japan. Japanese education contents such as new curriculum, thesis, and sources from public offices, educational institutions, and Japanese education volunteering groups. However, slow update and repetition of contents overly focusing on elementary level speaking needs improvement. Therefore, to meet the needs and readiness of ‘foreigners living in Japan, a variety of educational contents based on different levels, objectives, and processes are needed so that they can help foreigners form solidarity with the local community. In addition, the system should be reorganized to pursue civic education between educators and learners in a multi-cultural society. Language is a link between matter and people, between individuals, and between individuals and society. Language is a key factor in a multi-cultural society to maximize ‘Empowerment’ through internal power. Therefore ‘Nihongo Education Contents Web Sharing System (News)’ is expected to contribute to future Japanese education systems for a multi-cultural society.
