본 연구는 우리나라 다문화사회화에 따른 해법 중 하나로 일본에서 실시하고 있는 다문화공생 자격인증제를 분석하고 이를 우리나라의 현실과 비교하여 필요한 과제를 제시하는 데 목적이 있다. 이 목적을 달성하기 위하여 다음과 같은 분석을 실시하였다. 첫째, 일본 다문화공생 정책과 관련 종사자의 전문인력 양성 및 자격인증제의 전개과정을 분석하였다. 둘째, 다문화공생 종사자 자격인증제 중 대표적인 사례 다섯 가지를 분석하였다. 분석 결과는 다음과 같다. 첫째, 다문화공생 자격인증제를 실시하는 서로 다른 수준의 세 기관의 공통된 목표는 각 지역의 특색을 반영하는 다문화공생 정책과 사업을 전국으로 확산시키려는 데에 있으며 이에 지식과 경험을 소유한 전문인력을 확보하려는데 있다. 둘째, 지방자치단체와 지역 내 다문화공생 전문성을 가진 다양한 기관 및 단체는 이런 전문인력의 역량을 활용하여 ‘함께 살기’에 관한 인식과 노하우를 서로 공유하며 지역 맞춤형 정책과 사업을 만들어가고 있다. 셋째, 이러한 다문화공생 자격인증제의 목적은 이미 다문화공생 관련 분야에 종사하는 사람들이 전문성을 심화하기 위함에 있다는 점이 우리나라의 관련 자격인증 시행의 경우와 다르다. 본 연구의 결과를 바탕으로 다문화 관련 전문인력의 양성과 관리에 대한 시사점을 제시하였다.
Abstract
This study aims to analyze the multicultural coexistence qualification certification system implemented in Japan as one of the solutions to the multicultural society in Korea and to present necessary tasks by comparing it with the reality of Korea. To achieve this purpose, the following analysis was conducted. First, the process of developing the qualification certification system and the training of professional personnel related to Japan’s multicultural coexistence policy was analyzed. Second, five representative cases of such qualification certification systems for workers were analyzed. The results of the analysis are as follows. First, the common ultimate goal of the three organizations implementing the multicultural coexistence qualification certification system is to spread multicultural coexistence policies that fit the characteristics of each region nationwide and to train professional personnel necessary for this. Second,local governments and various organizations and groups with multicultural coexistence expertise in the region share the competencies and know-how they have honed through various trials and errors regarding‘living together’and create policies and projects tailored to the region, thereby enhancing their expertise. Third, the purpose of the multicultural coexistence qualification certification system, unlike in Korea, is to endorse the accumulated expertise of those already working in the fields. Based on the results of this study, we present several implications on this area.
