이 글의 목적은 평창올림픽을 계기로 만들어진 평창 임시평화체제의 형성 원인과 전개과정을 분석하는 것이다. 평창 임시평화체제는 2018년 2월 2일부터 3월 25일까지만 유효했다는 점에서 임시적이고, 군사적 분쟁의 중단만을 담고 있다는 점에서 소극적이며, 지속성을 담고 있지 않다는 점에서 체제로 명명하기 어려울 수도 있다. 그러나 한반도 정세의 극적 반전을 적극적으로 평가하기 위해 유엔총회의 휴전결의안이 작동하는 기제를 평창 임시평화체제라고 정의한다. 평창 임시평화체제의 형성 원인으로는 한국정부의 한미합동군사훈련의 선제적 연기를 제시한다. 평창 임시평화체제의 전개과정에서 남북정상회담과 북미정상회담에 대한 합의가 이루어졌다. 평창 임시평화체제에 대한 분석의 부산물은, 한국이 한반도 비핵화, 한미동맹의 지속, 한반도 평화체제 구축이란 정책목표를 동시에 달성할 수 없는 불가능한 삼위일체, 즉 삼중모순(trilemma)을 마주하고 있다는 것이다.
Abstract
The purpose of this article is to analyze the origin and development of the Pyeongchang Provisional Peace Regime which was created during the Pyeongchang Winter Olympics. The peace regime is regarded provisional for lasting only from February 2 to March 25 in 2018, passive for suspending only military disputes, and underdeveloped as a regime for lacking continuity. Nevertheless, the Pyeongchang Provisional Peace Regime could be defined as a mechanism that operates under the United Nation General Assembly’s truce resolution, which came through an active appraisal for a dramatic reversal of the Korean Peninsula situation. The formation of the provisional regime was made possible through a preemptive announcement by the ROK government to postpone its joint military exercise with the U.S. In the process of further development, agreements were reached to hold a bilateral summit in April 2018 between the two Koreas and in May between North Korea and the U.S., respectively. In the course of the analysis, the Pyeongchang Provisional Peace Regime points to Korea’s trilemma of the ‘impossible trinity,’ in that it cannot achieve the policy goals of denuclearization of the Korean peninsula, continuation of the ROK-U.S. alliance, and establishment of the Korean Peninsula peace system.
