Abstract

Both South Korea and France have historically developed and maintained strong central powers, internalizing centralized traditions within their national identities and administrative systems. France, through the periods of absolute monarchy and the Napoleonic regime, established a Paris-centered administrative, judicial, and educational structure — a system that continues to emphasize the supremacy of the central government under the Fifth Republic’s presidential constitution. Similarly, Korea inherited its centralized bureaucratic tradition from the Confucian governance of the Joseon dynasty and the administrative structures of the Japanese colonial era. After liberation, the authoritarian developmental state model further entrenched central government dominance across the economic, political, and social spheres. As a result, both countries experienced a concentration of population, industry, and administrative functions in their capital regions — Paris in France, and Seoul and its surrounding metropolitan area in Korea. This overconcentration has produced common challenges such as regional decline, increased burdens of housing, transportation, and environment, and the widening of social inequalities. To address these issues, France institutionalized decentralization through the 1982 Loi Defferre and promoted the relocation of major administrative bodies and public enterprises to provincial areas. Since the 2010s, France’s Métropole policy has granted broad powers to major regional cities such as Lyon, Lille, and Marseille, aiming to reduce dependence on the capital and strengthen regional competitiveness in the global context. Korea, likewise, has implemented balanced development strategies such as the creation of innovation cities, the relocation of public institutions, and the establishment of Sejong Special Self-Governing City. In 2021, the Ministry of Land, Infrastructure and Transport launched the “Super-Regional Cooperation Project” linked to the Regional Balanced New Deal, marking the first official introduction of the term “megacity” into national policy discourse. Studies of France’s Métropole policy reveal that resolving the problem of capital concentration requires more than spatial dispersion. It must be closely linked to reforms in political and administrative structures, economic development strategies, and the reinforcement of regional identities.
