Abstract

This study analyzes the development process and limitations of the territorial reform pursued by the French Socialist government in the 2010s, with a particular focus on the Loi sur la délimitation des régions and the Loi portant nouvelle organisation territoriale de la République. The French administration reorganized the existing 22 régions into 13 and strengthened their authority as part of a broader decentralization reform aimed at resolving overlapping competencies among subnational governments. While previous studies in South Korea have highlighted the institutional significance and potential benefits of France’s large-scale territorial reorganization, they have paid relatively little attention to the fact that the reform failed to produce the expected outcomes. Initially justified by the goals of fiscal efficiency and enhanced international competitiveness, the reform instead triggered several adverse effects, including rising administrative costs, diminished citizen access to public services, and the erosion of regional identity. Criticism also emerged over the lack of democratic procedures, as the voices of local councils and residents were insufficiently reflected in the policy process. The challenges faced by France’s regional reform offer important lessons for South Korea, where proposals for large-scale territorial governance—such as the Busan-Ulsan-Gyeongnam (BUK) megacity—are currently under discussion. This study argues that any such initiative must be grounded in substantive decentralization and the consolidation of regional governance capacity.
