본 연구는 최근 국내 해양사고가 증가함에 따라 해운회사의 안전투자가 해양사고 저감에 미치는 영향을 실증적으로 분석하고 복잡한 인과 메커니즘을 규명하는 것을 목적으로 하였다. 「해사안전기본법 시행규칙」에 명시된 안전투자 공시 항목을 기반으로 연구모형을 구축하고, 구조방정식 모형(Structural Equation Modeling)을 활용하여 분석을 수행하였다. 본 연구에 사용된 데이터는 2024년에 국내 해양 전문직 종사자 125명으로부터 수집되었으며, 통계 소프트웨어 AMOS를 사용하여 분석하였다. 본 연구의 측정 모델은 CFI 0.988, TLI 0.978, RMSEA 0.058 등 우수한 적합도를 보였으며, 각 잠재 변수의 높은 수렴(Convergent) 타당도와 신뢰도가 확인되었다. 또한, 구조방정식 모형을 분석한 결과, 안전품질관리(Safety Quality Management)는 해양사고 저감에 유의미한 정(+)의 직접적 영향을 미치는 것으로 나타났다. 또한, 선박자원관리(Ship Resource Management)와 인적자원관리(Human Resource Management)는 안전품질관리를 매개하여 해양사고 저감에 긍정적으로 간접 기여하는 것으로 확인되었다. 본 연구는 해운 안전투자의 다면적 측면을 종합적으로 분석하고 그 인과관계를 실증적으로 규명했다는 학술적 의의를 가진다. 실무적으로는 선박 및 인적 자원에 대한 투자가 효율적인 안전품질관리 시스템을 통해 해양사고 저감으로 이어짐을 입증하여 해운회사의 효과적인 안전투자 전략 수립과 정부의 해양 안전 정책 수립에 중요한 시사점을 제공하고 있다. 향후 연구에서는 횡단면 데이터의 한계를 보완하기 위하여 패널 데이터를 이용하여 모델 일반화 검증을 시행하고자 한다.
Abstract
This study empirically analyzes the impact of safety investments made by shipping companies on the reduction of maritime accidents, with a particular focus on the recent severity of domestic maritime incidents. Utilizing the safety investment disclosure items from the Enforcement Rule of the Framework Act on Maritime Safety, the research employed Structural Equation Modeling (SEM) for analysis. Data were collected in 2024 from 125 maritime professionals in Korea, and the analysis was conducted using AMOS. The results revealed that the measurement model had excellent fit indices (CFI 0.988, TLI 0.978, RMSEA 0.058), demonstrating high convergent validity and reliability for each latent variable. In the structural equation modeling analysis, safety quality management was found to significantly and positively impact the reduction of maritime accidents. Additionally, both ship resource management and human resource management were shown to contribute positively to accident reduction indirectly through safety quality management. This study makes a valuable academic contribution by thoroughly analyzing the multifaceted aspects of shipping safety investments and empirically clarifying their causal relationships. Furthermore, by presenting timely analysis results based on the latest maritime accident statistics, it offers practical implications for shipping companies in developing effective safety investment strategies and for the government in formulating maritime safety policies. Future research should address the limitations of cross-sectional data by incorporating longitudinal studies and cross-validation to enhance the model's generalizability.
