Abstract
This study conducts a mediation analysis using the Correlated Random Effects (CRE) model to examine how fiscal decentralization configurations in OECD countries affect total fertility rates (TFRs) through childcare and family expenditures. Fiscal decentralization is conceptualized as a multidimensional institutional system comprising revenue sharing, fiscal autonomy, and tax autonomy, and countries are typologized into configurational models using panel fsQCA. The analysis identifies types including highly decentralized, fiscal autonomy-enhancing, limited autonomy, nominal decentralization, and centralized models. Mediation analysis further shows that, across most types, the direct effect of decentralization on TFRs is significant, while indirect (mediating) effects through childcare and family expenditures are not. This suggests that decentralization structures that secure local fiscal autonomy exert a more direct influence on fertility outcomes than expenditure-mediated pathways. These findings indicate that fiscal decentralisation to address the low birth rate problem should be pursued not merely through simple resource transfers or expenditure expansion, but by strengthening a qualitative decentralisation structure that guarantees local fiscal autonomy, enabling the implementation of tailored policies. Furthermore, as the effects of expenditure differ across decentralisation types, designing a fiscal decentralisation structure suited to each country's institutional context is paramount.
