Abstract
The purpose of this study is to empirically examine the effects of fiscal decentralization on government expenditures. Specifically, this study analyzes two effects: first, the effect of fiscal decentralization on government expenditures(Leviathan hypothesis); second, the effect of intergovernmental collusion(Collusion hypothesis). This study uses a panel data set(1995-2009) of twenty seven OECD member nations. This study finds that revenue decentralization does not significantly affect the scale of government expenditures, but expenditure decentralization causes a decrease in government expenditures. It also finds that intergovernmental transfer has a positive effect on the size of government expenditure.
