본 연구는 출산장려정책의 정부 간 역할을 중앙정부의 형평성과 자치단체의 효율성으로 구분하고 출산율에 미치는 영향을 분석하였다. 본 연구의 분석기간은 2018∼2023년이며, 226개의 기초자치단체를 대상으로 분석하였다. 분석과정에서는 우리나라의 출산율이 인접 지역 간 동형화 현상이 발생한다는 점을 고려하여, 공간적 자기상관을 통제하는 공간패널회귀분석을 실시하였다. 분석 결과, 출산장려정책의 정부 간 역할1(중앙정부 형평성)이 높을수록, 정부 간 역할2(자치단체 효율성)가 높을수록, 정부 간 역할이 균형을 이룰수록 출산율이 증가한다는 결과를 보였다.
Abstract
This study analyzes the effect of intergovernmental roles in pro-natalist policies on fertility rates, distinguishing between the central government's equity and local governments’ efficiency. The analysis covers the period from 2018 to 2023 and includes 226 basic local governments. Spatial panel regression analysis was conducted, accounting for spatial autocorrelation, given the occurrence of isomorphism in fertility rates across neighboring regions in South Korea. The results indicate that fertility rates increase as the intergovernmental role 1 (central government equity) strengthens, the intergovernmental role 2 (local government efficiency) improves, and the balance between the two roles is achieved.
