Abstract

This study examines the comfort women movement in Namhae through oral testimonies of activists who supported survivors, focusing on the Namhae Women's Association's capacity for practicing care democracy. Namhae is characterized by geographical isolation, patriarchal conservatism, and exclusionary solidarity based on strong regional ties. Under these conditions, the Namhae Women's Association, formed by women who migrated from outside the region, established reciprocal care relationships through intimate solidarity with survivors and institutionalized and sustained survivor care at the local level by expanding care agents in multiple layers. Specifically, the association (1) engaged Namhae County as an agent of care, funeral services, and commemoration through public-private collaboration; (2) transmitted care responsibilities across generations through the formation of a youth action group; and (3) transformed individual memories into community assets through documentation projects. The Namhae case demonstrates that ‘caring with’ becomes possible when care expands across the boundaries of individual-organization-locality-generation and when tensions between civil society and government, and between institutionalization and activism, are inclusively negotiated. This presents a practical model for the sustainability of locally-based comfort women movements in the ‘post-survivor era’ characterized by the absence of living survivors.
