Abstract
Background Sinjeong-dong in Ulsan emerged as an entertainment–lodging district serving nearby industrial complexes in the 1980s–1990s. As retail shifted and demand declined, many motels were left derelict, generating compound urban problems. This study proposes an empirical model that repurposes obsolete lodging into worker housing and examines its scalability as a strategy for regenerating declining inner-city areas. Methods Using an applied living lab, we elicited user needs and implemented design interventions—streetscape improvements, room-level heating zoning, installation of dry area, and conversion of the basement into a co-working lounge—while shifting operations from short-stay lodging to corporate long-stays. Staged effects were estimated with segmented Interrupted Time Series (ITS) regression and Difference-in-Differences (DiD) using pre/post operational data. Result Following facility upgrades and the operational shift reflecting user needs, average length of stay (ALOS) and the share of long-term contracts increased significantly; RevPAR volatility declined, improving revenue stability. After adopting floor-zoned heating, energy cost per room showed a downward trend, indicating gains in energy efficiency. Conclusion Converting aged motels into worker co-living contributes to economic viability, residential stability, and energy savings, and appears scalable as a regeneration strategy for industrial cities.
