본 연구는 도시 주거빈민들의 주된 거처가 되어가고 있는 숙박업소 거주자들의 규모와 실태를 파악한 것이다. 조사대상은 경상남도 창원시 1개구와 김해시 전역이며 1차 조사결과 숙박업소 328개소 중 162개소(49.4%)에서 거주를 목적으로 한 달 이상 생활하고 있는 가구가 있었다. 이 중 외국인 비율은 23.5%였으며, 2, 30대 청년비율도 19.3%로 높게 나타났다. 특히 20대 내국인 청년층에서 경제적인 이유로 숙박업소에서 거주하는 비율이 70대 이상을 제외하면 가장 높은 46.2%에 달해 청년빈곤의 현실을 실감할 수 있었다. 본 연구는 청년층에 대한 주거비 지원과 근로와 주거를 연계지원, 그리고 숙박업소를 주거시설로 전제한 현실적 대책 마련의 필요성 등을 제안하였다
Abstract
This study investigates the scale and living conditions of residents in lodging facilities, which are increasingly serving as living quarters other than standard housing units for urban housing-insecure populations. The research was conducted in one district of Changwon and the entire city of Gimhae, Gyeongsangnam-do. Among 328 facilities surveyed, 49.4% (162) housed households residing for over a month. Of these, 23.5% were foreign nationals, and 19.3% were young adults in their 20s and 30s. Notably, 46.2% of domestic residents in their 20s lived in such facilities due to economic hardship—highlighting youth poverty. Lodging facility residents represent a growing welfare blind spot. The study suggests housing subsidies for youth, integrated work-housing support, and policies recognizing these facilities as residential spaces
