이 논문은 1970년대 초 미중 관계 개선이라는 동아시아 데탕트 상황과 맞물려 전개된 남북한의 접촉과 대화를 프랑스가 어떻게 인식하고 평가했는지를 분석한다. 프랑스 외무부 문서보관소의 한국과 북한 관련 외교문서들과 프랑스의 대표적 일간지 ≪르몽드≫의 관련 기사들을 일차 사료로 활용해 관련 역사 지식과 이해를 확장한다. 1960년대 후반 북한의 무력 도발이 증가했음에도 한국전쟁 이후 1960년대까지 평화 통일 방안 제시는 북한이 주도했다. 경제 성장으로 자신감을 얻은 한국은 1970년부터 북한과 통일 관련 논의의 주도권 경쟁을 적극적으로 펼쳤다. 상대의 각종 평화 통일 방안 제시를 거부하던 남북의 대결적 태도는 1971년 8월 이산가족 찾기를 위한 한국의 적십자회담 제의를 북한이 수용하면서 변화했다. 적십자 예비회담 과정에서 남북은 비밀 정치협상을 했고 그 성과로 1972년 7·4 남북공동성명을 발표했다. 프랑스는 자주적 남북대화와 남북공동성명이 한반도 평화와 세계적 데탕트 확산에 공헌한다고 긍정적으로 인식하며 일관된 지지를 표명했다.
Abstract
This paper analyzes how France perceived and evaluated the contacts and dialogues between South and North Korea that took place in the context of the East Asian détente in the early 1970s. It uses French diplomatic documents related to South and North Korea from the archives of the French Ministry of Foreign Affairs and related articles from the French daily newspaper Le Monde as primary sources to expand historical knowledge and understanding. Despite the increase in North Korea’s military provocations in the late 1960s, North Korea took the lead in proposing unification plans until the 1960s after the Korean War. With confidence gained from economic growth, South Korea actively competed with North Korea for the initiative in reunification talks from 1970. The confrontational attitude of the two Koreas, which had rejected all of the proposals for reunification, changed in August 1971 when North Korea accepted the South Korean proposal for a Red Cross talks to find separated families. During the preliminary Red Cross talks, the two Koreas held secret political negotiations, and the result was the July 4, 1972 North-South Joint Statement. France has expressed consistent support, recognizing positively that the North-South dialogue and the North-South Joint Statement contribute to peace on the Korean Peninsula and the spread of global détente.
