2008년 하반기 정부는 다문화가정과 관련한 중요한 지원 정책을 정부 부처별로 발표하였다. 교육과학기술부는 ‘다문화가정 학생 교육 지원 계획’을 발표하였고, 이후 보건복지가족부는 법률8937호 ‘다문화가족지원법’을 공포하였다. 이에 따라 보건복지가족부는 그동안 산발적으로 분절되어 이루어져 온 다문화가족에 대한 지원을 통합하고자 ‘다문화가족 생애주기별 맞춤형 지원 강화대책’을 발표하였다. 또한 서울시에서는 외국인이 살기 좋은 서울을 만들기 위한 정책의 일환으로 2008년 7월 1일부터 외국인 자녀 보육도우미 서비스를 시행하였다. 본 연구에서는 다문화가정 유아의 삶과 관련된 이 세 가지 정책을 유아 삶과 권리 보장의 관점과 윤리의 정치학적 관점에서 어떠한 의미가 있는지를 분석하고자 한다. 결론적으로 우리나라 다문화가정 정책과 지원은 유아들의 능력, 가능성, 유능함보다는 유아를 문제가 있는 존재로 바라보고, 지금 그리고 현재 유아의 삶을 보장하기 보다는 미래 성인으로의 준비를 위한 처방과 개입을 강조하고 있다. 그 결과 도구적인 개념의 기술적 지원으로 성인에 의해 주도된 구체적이고, 이미 결정된 결과를 산출하도록 계획된 정책이 실행되고 있다. 반면에 서울시 보육도우미 서비스는 다문화가정 유아가 있는 어린이집에 대한 단편적 지원이었으나 실행과정에서 다문화가정의 유아, 부모, 종사자가 함께 언어와 문화적 활동에 능동적으로 참여하는 다문화교육의 장을 열어가면서 유아의 삶과 권리의 관점에서 정책이 수행될 수 있는 가능성을 볼 수 있었다.
Abstract
In 2008, the Korean government announced polices for multicultural families and their children. The Ministry of Education Science and Technology reported it had developed an 'Educational support plan for students from multicultural family and the Ministry for Health, Welfare and Family Affairs, upon announcing a law in 'support for multicultural family' integrated scattered multicultural family services and issued a new policy Enhancement Strategy for consumer-support based on the life-cycle of multicultural families. In July of 2008, Seoul Metropolitan City also presented a program aimed at caring for ethnic children in day care centers. The meanings embodied in these two policies and programs are examined politically and ethically in terms of how young children are perceived. From this reference point, the Korean government's policies for multicultural family and young children can be viewed as constructed according to an understanding of children as weak, poor and needy, since they are immature, dependent, and incomplete human beings. The proposed children's services thus become clearly related to technologies for acting upon children, or upon parts of children, to produce specific, predetermined and adult-defined outcomes. Young children are only valued for what they might become. The service initiated by Seoul city stands in stark contrast to this perception, viewing, young children and their families as active, creative actors, and as subjects and citizens with potentials, rights, and responsibilities. The community members at the day care center are encouraged to participate in social and language activities which create a dynamic cultural space in which values, rights and cultures converge, and where there is a room for differing perspectives and forms of expression, and dialogue. Children thus are seen to exist in and evolve through community institutions as public spaces(mostly at schools) in which they and adults engage together in a variety of projects of social, cultural, political and economic significance.
