한국 다문화교육정책 전개과정과 담론 분석: 교과부의 다문화가정 자녀교육 지원정책(2006-2009)을 중심으로

이 연구는 다문화교육 담론의 전개과정과 특성을 교육과학기술부의 다문화가정 자녀교육 지원 계획(2006- 2009)을 중심으로 분석한 것이다. 즉, 다문화가정 자녀교육 지원 정책이 어떤 담론에 기반하여 실행되고 구현되는지를 분석하여 한국 다문화 교육정책의 기조와 방향성을 비판적으로 읽으려는 시도라고 할 수 있다. 문화기반 담론, 온정주의 담론, 글로벌 인적자원 담론, 정체성 담론, 인권담론 등 다섯 가지로 범주화 할 수 있는 한국 다문화교육 정책담론은 현재의 사회구조와 가치에 대한 반성적 성찰 없이 단순한 문화 이해와 시혜적 차원이 주를 이루고 있음을 보여주고 있다. 이 연구는 이러한 분석 결과를 바탕으로 보다 열린 다문화사회 구축을 위한 교육적 과제로서 다문화 교육정책에 대한 논의 및 문제 개선을 위한 제언을 제시하였다.
Abstract
The purpose of this study is to investigate discourses and characteristics of the policy of the Ministry of Education, Science, and Technology for children from multicultural families (2006-2009). In other words, this is an attempt to analyze the vision and orientation of national multicultural education policy. The main results are as follows. Multicultural discourse can be divided into five categories: culture-based discourse, paternalistic sympathy-based discourse, global human capital-based discourse, identity-based discourse, and human rights-based discourse. Cultural understanding and paternalistic sympathy are the predominant discourses that constitute the basis of understanding of multicultural society and multicultural education policy in South Korea. Much of the discourse takes place without consideration for the current social values and structure. In this study, based on these results, we give some suggestions to improve the current situation of multicultural educational policy as an effort to build a multicultural society.
