갈수록 늘어나는 이주배경을 가진 다문화아동청소년의 사회 적응은 미래 한국사회의 발전에 핵심적인 관건이다. 우리가 현재 당면한 선결과제는 다문화자녀에게 공정한 기회를 제공하면서 사회경제적으로 불리한 지위에 있는 소수자에대한 정책을 보다 효율적이고 체계적으로 시행하는 것이다. 하지만 주로 12세 이하 다문화아동 관련 업무를 중점적으로 수행하는 현장인 다문화가족지원센터와다문화유치원에 대한 정부의 지원은 여전히 불충분하며 이를 조속히 보완해야할필요가 있다. 이런 측면에서 이번 연구는 부족하게나마 정책현장의 실태를 진단하고 실질적인 개선방향을 모색했다는 의의를 가진다. 한편 다문화아동 정책의발전을 위한 제언은 다음과 같다. 먼저 다문화자녀들을 대상으로 한 정책을 설계하고 집행함에 있어 이들을 ‘다문화’라는 단일 범주로 묶어 동질적인 정책 대상이라고 간주하는 행정 편의적 사고를 바꾸어야 한다. 다음으로 다문화와 비다문화아동 간의 격리가 아닌 경계허물기를 통한 상호이해를 도모할 필요가 있다. 마지막으로 작금의 온정적인 시혜성 정책에서 탈피해 이주배경을 가진 자녀들이 한국사회의 미래에 능동적으로 기여할 수 있는 비전을 제시하는 방향으로 정책적패러다임을 재정립해야 한다. 지금부터 각 분야의 다문화인재를 조기에 발굴해육성한다면 이들은 미래 한국사회의 혁신과 성장을 이끌 것이다.
Abstract
It is crucial for the future of Korean society to properly accommodate children in multicultural families formed through global migration. Over a decade, South Korean government has implemented various policies for supporting multicultural families. Yet, its approach has been criticized for being merely benevolent implicitly assuming that multicultural or transnational migrant families are subject to governmental care. By the same token, such approach could not only reinforce the existing demarcation along the lines of ethno-racial family backgrounds but also perpetuate the stereotypes attached to children in multicultural families. This study provides some suggestions. First, Korean society should put more efforts to mitigate prejudice against preschool children whose backgrounds are multicultural or multiracial. Second, given that it is desirable to promote equity in education, multifaceted supports based on public-private partnership at the local level are crucial to achieve this goal. Last, preschool education should focus more on nurturing multicultural citizenship via promoting the essence of multiculturalism and spreading the value and strength of being diverse through mutual understandings.
