본 연구는 정치발전의 보편적이고 객관적인 의미를 살펴보고, 정치와 언론미디어간의 관계의 측면과 언론의 일반적 기능의 특성 측면에서 정치발전에 부합하는 언론의 역할에 관하여 세 가지 연구문제의 틀에 따라 논의했다. 첫째, 민주적 정치체제에서 정치발전의 이론적 개념과 의미에 관한 논의로서, 정치발전이라는 다소 보편적 개념에 대한 이론적 고찰을 하면서 이와 연관된 의미들인 정치문화, 심리적 동기, 이데올로기, 관료제, 담론과의 관련성을 분석했다. 둘째는, 정치와 언론간의 관계에 관한 이론적 논의와 현실에 관하여 논의를 전개했는데, 미국과 독일의 저널리즘 이론과 논쟁을 중심으로 정부 또는 정치와 언론미디어 간의 관계를 정립하는 내용을 고찰하면서 상호작용적, 상호침투적 관계도 살펴보았다. 셋째, 정치발전에 적극적 기여를 하기 위한 언론의 역할로서, 언론미디어의 자유와 책임, 의사사건 지양, 주관성과 객관성, 유용성, 선거보도, 시민의 통합과 분화, 공공영역과 참여민주주의, 이미지 정치의 도구화 탈피, 정치적 무관심 야기 요인 등에 관하여 방향을 제시해보았다.
Abstract
The main purpose of this study is to reconsider the universal and object definition and meaning of political development and to give answer to three problems. The main points of the paper include that, first, there are various approaches regarding political development and related elements such as political culture, psychological motives, ideology, bureaucracy, discourse are reviewed. Secondly, theoretical and practical reviews and analysis on the relationship between politics, government and media were performed based on academic debates originated from American and German theorists, resulting in interpenetration model about the two power counterparts' relationship. Last, nine contributing or harmful roles the press should maintain or discard to help develop politics were suggested and discussed: freedom and responsibility of media, preventing pseudo-event, subjectivity and objectivity, utility, election campaign coverages, politics of images, factors causing political apathy.
