초록

This study empirically analyzes strategies for strengthening global health security through educational development cooperation in the aftermath of the COVID-19 pandemic. Tanzania, one of South Korea’s priority partner countries and a representative case of health insecurity, was selected to examine the feasibility of capacity building through education and the concept of shared security. A mixed-methods design was employed, combining in-depth interviews with 29 health experts across seven African countries, a Delphi survey with seven Tanzanian experts, and an Analytic Hierarchy Process (AHP) analysis to determine the relative importance and prioritization of strategic components. The results indicate that “training and education of healthcare professionals” emerged as the top priority domain. Key sub-elements included the joint development of public health curricula, blended online–offline education systems, and community-based health awareness programs. These findings demonstrate that educational development cooperation is not merely a supplementary component of health ODA but a core mechanism for institutional strengthening and the establishment of sustainable health security systems. The study highlights the strategic nexus between health and education, suggesting that education-driven cooperation can enhance both the sustainability and self reliance of health security. It also provides practical insights for shaping South Korea’s ODA policies and preventive health diplomacy strategies.
