Algerian Policy in the Smart World between the Dictatorship of the Machine and the Democracy of Governance : A Theoretical Approach

Abstract

Artificial intelligence has permeated all areas of human activity, controlling global economic processes, calculating production volumes, predicting climate conditions, influencing clinical diagnoses, and establishing norms of social behavior, such as decision-making capacity. The present presentation intends to narrate possible scenarios and options for modern societies when this intelligence, in a specific expanded form, intervenes in public power; in social forms, in the type of political decisions, in the methods of democracy, in the exercise of power, and in the drive for new types of governance. It identifies events that represent the emergence of artificial intelligence in the development of contemporary social life and rethinks the patterns of coexistence with this new reality. This article aims to point out possible scenarios when this expanding intelligence decisively intervenes in public power—in social forms, in political decision-making, in democratic methods, in the exercise of power, and in the types of government it promotes. It aims to ask the right questions and identify events that represent the impact of artificial intelligence on the development of society.
