이 연구는 체감안전이라는 개념을 정의하고 이에 대한 중심현상과 일련의 과정을 확인하기 위해 근거이론(Grounded Theory)의 접근을 시도하였다. 근거이론은 현상에 적합한 개념적인 틀이 아직 명확하게 확인되지 않고, 개념간의 관계에 대한 이해가 부족하거나 특정한 문제에 대한 반복연구가 수행되지 않아 적합한 변수들과 적합하지 않은 변수들을 결정할 수 없을 때 사용하는 방법이다. 이러한 연구방법에 따라 외국인밀집지역 내 근무 또는 거주하는 경찰관 14명과 일반시민 17명에게 면담조사(FGI)를 실시하여, 근거이론의 패러다임 분석 틀을 이용하여 분석을 실시하였다. 분석결과, 개방코딩(Open coding)에 따라 10개의 하위범주와 5개의 상위범주를 도출했으며, 축코딩(Axial coding)으로 패러다임 모형에 근거한 범주분석을 통해 치안체감안전의 중심현상으로는 범죄두려움이 도출되었다. 이 과정들을 통해 치안체감안전에 영향을 미치는 요인들을 과정별로 살펴볼 수 있었으며, 대표적으로는 선행연구들에서 검증된 지역특성, 가시적 경찰활동, 무질서 등이 도출되었다. 그리고 그간 체감안전에 고려하지 않았던 대중매체의 언론보도 양상이 중요한 변수도 드러났다. 마지막으로 이러한 내용을 토대로 관계진술을 확인하여 체감안전에 영향을 주는 범죄두려움과 다른 변수 간 상호작용적 관계를 통해 가설도 제시할 수 있었다. 결론적으로, 이 연구의 결과는 향후 외국인범죄 및 밀집지역에 대한 범죄문제에 대응하고, 불안요인의 해소에 대한 외사치안정책의 기초자료로 사용될 것으로 기대한다.
Abstract
This research was conducted with the Grounded Theory approach to define feelings of safety in given areas and the phenomenon and series of processes that follow due to those feelings. For the purpose of this research, 14 police officers and 17 civilians residing in high foreigner population density are as participated in a focus group interview and Face to face interview using the grounded theory approach. Upon analysis, 10 low-ranking crimes and 5 high-ranking crimes resulted from open coding. In addition, with the use of axial coding, a paradigm model provided a basis to prove that people felt a sense of fear when it came to feelings toward safety. This research has provided the factors leading to feelings of safety and shed light on factors proved in preceding research such as regional characteristics, visible policing, and disorder. Moreover, the effects of public media and news reporting proved to be determinant towards people’s feelings toward safety, which hasn’t been included in previous research. Lastly, not only were such findings confirmed with direct testimony of people in regards to fear of crime but also suggested a hypothesis that Action/interaction was a determinant as well. As a result, the results of this research can be used for future improvements in safety in high foreigner crime areas and high foreigner density population areas.
