순찰 관련 종래의 국내 선행연구들은 도보순찰을 단편적으로 언급하거나 시민의 관점에 초점을 맞추었으며 도보순찰을 독립적 주제로 검토하거나 도보순찰을 실제 수행하는 현장경찰관을 대상으로 수행된 연구는 찾아볼 수 없다. 이에 본 연구는 일상의 근무 중에 도보순찰이 갖는 기능과 역할을 지속적으로 경험하고 나름의 방식으로 평가하고 있는 기동순찰대 근무 경찰관들을 대상으로 한 인터뷰를 실시, Strauss와 Corbin(1987)이 제시한 근거이론에 따른 패러다임 모형으로 접근하여 현장경찰관이 바라보는 도보순찰을 이해하고 그러한 이해에 영향을 미치는 조건을 탐색하였다. 9개 시도청 기동순찰대 경찰관 18명을 대상으로 실시한 인터뷰 자료를 분석한 결과, 기동순찰대 근무 경찰관들의 도보순찰 관련 직무 경험은 하나로 수렴되지 않고 도보순찰에 대해 막연히 갖고 있던 부정적인 인식 및 태도가 긍정적으로 전환되는 ‘부정→긍정’과 도보순찰에 대한 부정적인 인식 및 태도가 한층 강화되는 ‘부정 강화’의 두 가지의 패러다임 모형으로 도출되었다. 도보순찰이 경찰활동의 중심에 위치하고 주요한 범죄예방 정책으로 활용되기 위해서는 실제 정책을 집행하는 경찰관들로 하여금 스스로의 역할을 가치 있고 보람된 업무로 긍정적으로 인식하는 것이 긴요하며, 이를 위해서는 먼저 도보순찰이 공식적이고 일상적인 경찰활동으로 자리매김할 수 있도록 하여야 한다. 분석결과를 바탕으로 본 연구는 향후 경찰의 도보순찰 강조 정책 추진이 지속될 수 있기 위해서는 기동순찰대의 기동성이 갖는 강점을 극대화하면서도 기동순찰대가 가시적 순찰활동을 지속할 수 있는 차별화된 업무 설정 및 그를 반영한 성과지표 설정이 필요함을 제언하였다.
Abstract
As previous studies on patrol have either mentioned foot patrols only in part or focused on the perspective of citizens, there is a lack of literature that explores foot patrols as an independent research topic or pays attention to frontline officers assigned to foot patrols. In this regard, the study utilized the paradigm model based on grounded theory, as suggested by Strauss and Corbin (1987), to conduct and analyze interviews with police officers in the Mobile Patrol Unit, who continuously experience and evaluate foot patrols in their daily duties. The analysis of interview transcripts from 18 foot patrol officers across nine provincial police agencies revealed that their job experiences related to foot patrols did not converge into a single perspective. Instead, these experiences — referred to as the central phenomenon according to grounded theory — were categorized into two paradigm models: "negative to positive," where vague negative perceptions and attitudes toward foot patrols were transformed into positive ones, and "negative reinforcement," where negative perceptions and attitudes toward foot patrols were further strengthened. For foot patrols to be positioned at the core of police activities and crime prevention policy, it is essential that foot patrol officers themselves perceive their roles as meaningful and worthwhile. Furthermore, foot patrols should be regarded as a formal and routine police activity among officers. Based on the analysis results, this study suggests that, in order to maintain future policies emphasizing police foot patrols, it is necessary to assign differentiated tasks to the Mobile Patrol Unit during foot patrols while maximizing the strengths of their mobility, and to establish performance indicators that reflect these tasks.
