세계화, 신자유주의, 그리고 제도론적 함의: 김대중 정부의 경제개혁을 중심으로

초록

세계화에 대한 담론이 1990년대 이후 사회과학에서 널리 확산되고 있다. 그러나 이러한 논의의 대부분은 주로 규범적인 차원에서 이루어지고 있어 세계화가 각국의 정치경제에 미치는 실질적인 영향에 대해서는 무관심한 경우가 많았다. 이러한 한계를 극복하기 위해 본 논문은 세계화와 그에 따른 신자유주의의 확산이 각국의 경제제도에 미친 영향을 제도론적 관점에서 분석하고 있다. 본 논문에서 주로 논의하고자 하는 것은 소위 ‘수렴’가설에 대한 반론이다. 즉, 본 논문에서는 신자유주의의 세계화에 따라 세계 자본주의가 수렴할 것이라는 주장이 타당하지 않다는 것을 김대중 정부의 경제개혁 사례를 중심으로 살펴보고자 한다. 김대중 정부의 신자유주의적 경제개혁은 내생적인 제도개혁의 필요에서 나온 것이라기보다는 외생적인 사건과 그에 따른 내･외부의 압력에 따른 ‘제도적 동형화(institutional isomorphism)’로서의 성격이 강했다. 제도적 동형화의 결과 경제제도의 외형이 변했다고 하더라도, 기존 제도의 경로가 고착된 경우 신･구제도가 조화되지 않는 ‘제도의 비정합성’ 문제가 생길 수 있다. 특히, 한국은 ‘발전국가(developmental state)’의 제도적 관행이 정치경제 체제에 깊숙이 배태되어 있다. 발전국가의 제도적 맥락에서 정부의 역할은 시장실패를 치유하는 수준에 머무는 것이 아니라 적극적으로 시장을 형성하는 데까지 나아간다. 새로운 제도개혁이 구제도의 맥락과 조화되지 않는 제도의 비정합성 문제는 김대중 정부의 경제개혁 전반에 걸쳐 나타났다. 특히, 재벌의 구조조정은 시장원리에 따라 이루어진 것이 아니라 정부의 명령에 의해 이루어졌으며, 공적 자금 투입도 자기책임의 원칙에 근거하지 않은 재량적 정책개입으로 이어졌다. 또한 발전국가의 선별적 산업정책과 비슷한 맥락에서 벤처기업 육성정책을 추진하였지만, 산업정책이 갖추어야 할 ‘선별성’과 ‘사후검증’ 제도를 결여함으로써 의도한 성과를 산출하지 못한 채 사회적으로 바람직하지 못한 지대추구행위만 낳은 것으로 나타났으며, 노동시장의 구조조정 역시 신자유주의의 교조적 수용과는 거리가 먼 형식적인 수준에서 이루어진 경우가 많았다. 그렇다면 이러한 경로의존적 양상이 나타난 이유는 무엇인가? 이와 관련하여 본 논문은 제도론적 관점에서 제도적 동형화와 제도의 비정합성, 거부점 분석의 논리, 그리고 정책단속 효과 등 다양한 인과기제(causal mechanism)를 구체화하고 있다.

Abstract

Discussion of globalization has been spread to social science since the 1990s. Most of these discussion, however mainly carried out in the normative dimension, globalization's substantial impact on the national politics and economy was indifferent. To overcome these limits, this study analyzed the spread of new liberal globalization and the resulting impact on the economic system of each nation in terms of institutional theory. That will be discussed in this study is primarily the dispute about so called 'convergence hypothesis'. That is, in this study, through a case study of Kim Dae Jung government's economic reform, the claim that world capitalism will be converged on a new liberalism is not reasonable. The economic reform of Kim Dae Jung government resulted from an 'institutional isomorphism' caused by an internal and external pressures, not an endogenous needs for instituional reform. Though an outward aspects of the economic system is changed by institutional isomorphism, there are some problems of 'institutional incongruity'. Especially, the institutional practice of 'developmental state' has been embedded in a political economic system in Korea. In a institutional contexts of developmental state, the role of government does not limited cure of market failure, instead government is a 'market maker'. These problems of institutional incongruity are widespread in the economic reform of Kim Dae Jung government. The restructuring of chaebols have been made in accordance with order of government, not by market principles, the injection of public funds is not based on the principle of self-responsibility, but has led to discretionary policy interventions. In addition to, venture development policy was lacked in 'selectivity' and 'post-verification system', the restructuring of labor also made at a formal level. If so, why this path dependent aspects appear? In this regard, this study embodies a variety of causal mechanism just like an institutional isomorphism and institutional incongruity, a logic of veto point analysis, and a policy ratchet effect.
