Abstract
This study examines how daily newspapers in Jeju report on foreign crimes and what characteristics of foreign crime are reproduced in media reports. Analyzing the characteristics of foreign crime reporting, it was found that the “episodic frame” predominates in the formal framing, indicating a tendency to focus on the incident itself rather than the social context. This result is also confirmed by the fact that the “explanation of criminal procedures” frame was the most common in content framing, and the “information-providing” style was prevalent in the narrative approach. Next, examining the characteristics of foreign crime reproduced in media reports, it was found that Chinese nationality held a significant proportion among crime perpetrators, with a tendency to emphasize Chinese nationality in headlines and leads regardless of the crime’s severity. Among the types of foreign crimes, the five major crimes classified as violent crimes were the most common, and crimes related to violations of the Jeju Special Law and Immigration Control Act, such as illegal stay by abusing the visa-free entry system, were also numerous. This reflects the unique characteristics of the Jeju region, as a counterbalance to various policies aimed at increasing foreign influx, such as the visa-free entry system and Investment Immigration System. In summary, this study suggests that foreign crime issues should be reported not merely as fact-based but with a context-focused approach based on identifying fundamental causes and reviewing institutional limitations.
