Abstract

The rising concept of innovation of social governing has profound social and political significance. The importance of innovation of social governing,the inevitable phenomenon in some historic stage especially at the period of social transformation,is equal to the economic reform initiating 30 years ago. It is the demand of coordination of economics, society and politics, which aims at the maintenance of social stability, the promotion of social harmony and the co-development of economics, society and politics.On the purpose of alleviating social conflicts,resolving disputes and social risks, and achieving good governance of society,the innovation of social governing focused on the improvement of the system. The innovation of social governing is contributing to the accumulation of experience in democratic governance, democratic progress and the power of democracy,which will promote China’s socialist political system, the reform and modernization of political system.Generally speaking, publicity, openness and systemization are the features of the social governing,which should be highlighted in the innovation. Facing the reality of powerful administration, centralization and traditional political inertia, we should emphasize on socialization, localization and legalization,the important features of the innovation. The innovation of social governing is a more complicated project than the economic reform.Strengthen and innovate social governing should insist the principle of comprehensiveness, coordination and sustainability. Building a responding, serving, limited, open, responsible, and law-abiding government and reconstructing a fair, moral, united, autonomy, and harmonious society are the key points of the innovation of social governing.
