대내외 정보환경의 변화와 국가방첩의 새로운 방향 모색

탈냉전 이후 세계 정보환경은 전통적 안보위협으로부터 국제테러, 환경오염, 금융 및보건위기, 에너지/자원위기까지 다양한 영역과 범위로 확장되면서 각국의 정보기관으로 하여금 새로운 시대적 변화와 적극적인 대응을 요구하고 있다. 본 연구는 이와 같이 급속히 변화하는 대내외 정보환경의 변화에 대응하여 우리 정보기관의 바람직한국가방첩 목표와 방향을 모색함으로써 향후 제도적/법적 차원에서의 국가정보역량 강화를 위한 개선방을 모색하려고 하였다. 대내외 정보환경에 영향을 미치는 주요변수들과 이들의 상호작용에 따른 새로운 정보환경의 지형도를 바탕으로 기존의 방첩개념과 범위의 한계, 현행 법령상 명시된 방첩의 적실성 및 제도적 미비점 등을 검토하였으며 이런 분석을 토대로 국가정보기관 차원에서 추구해야 할 새로운 방첩목표와 이를 달성하기 위한 개념/제도/법적 개선방안을 모색하였다. 물론 이런 방안들 대부분이 학자의 입장에서 검토된 임의적이며 추론적인 것으로 시험적인 건의안(tentative alternatives)임을 밝힌다. 향후 정보환경 변화에 따른 새로운 방첩활동의 목표에 맞게방첩기능을 강화해 나가는 문제와 비효율적이며 불합리적인 제도의 개선을 통한 방첩활동의 효율성을 제고하는 문제 그리고 정보화 확산과 민주화로 인한 사회적 환경변화에 대비하여 방첩활동에 대한 국민적 신뢰의 회복문제 등이 우리 정보기관의 정보개혁 및 방첩역량의 강화에 있어서 가장 중요한 선결과제로 부상할 수 있다. 여기에서 제안된 다양한 제도적/법적 개선책이 우리 국가위기의 파수꾼으로서 국가정보기관의 존립기반을 공고화 하는 데는 물론 국가정보활동의 효율성을 제고하는 데 나름대로 기여하길 기대한다.
Abstract
Since the 9.11 incident, many advanced countries in the world have been looking for various solutions to upgrade and strengthen their intelligence capability to guard against ever increasing threat of international conflict and terror. The main impetus for this research is to explore the implications of the rapidly-changing global intelligence environment for the national intelligence reform and find out alternatives to improve our national ciounter-intelligence system. Such changing global trends as globalization, democratization and informatization continue to obscure the domain of the traditional military security and bring forth the new realm of global security. Catching up with changing counter-inteligence realities, our country is also in a dire situation to better prepare for those emerging new counter-intelligence challenges like counter terrorism, the expansion of WMD and economic espionage. In one way or another, these counter-intelligence changes should affect Korea’s intelligence conditions, not to speak of the national interests of future Korea. Korea needs to positively meet and respond to the various counter-intelligence demands and challenges dictated by such rapid global intelligence changes. This study suggests some institutional and policy alternatives as follows. First, efforts should be doubled to strengthen the counter intelligence function so as to meet new security threats and intelligence reform tasks that lie ahead. Second, regarding the issue of the preparedness for the rapidly changing global intelligence environment precipitated by democratization and informatization, it is necessary to build mutual confidence from the people and readjust the intelligence organizations according to the newly defined ‘counter-intelligence’ concept. Also needed is the enhancement of the counter-intelligence efficiency and the institutional improvement of the intelligence community in inducing the intelligence cooperation from the citizen.
