해외 정보기관들의 정보체계 개선동향과 정책적 의미

21세기 들어 급격한 과학기술의 진보는 정보환경을 획기적으로 바꾸면서 정보의 수집과 저장방법에 큰 영향을 미치고 있다. 반면에, 안보위협요소의 다양화, 정보활동목표의 다변화, 국외ㆍ국내정보의 초국가적 연계, 국내정보의 위기심화 등으로 특징되는 국내정보의 현실과 여건은 민주화추세와 함께 효율적 정보활동에 어려움을 초래하고 있다. 세계전략 차원에서 부딪힌 미ㆍ중 패권경쟁 구도가 동아시아 역내로 파급되면서 한반도 정세도 불안정해지고 있으며 한국에 대한 주변국들의 견제도 어느 때 보다 심해지고 있다. 여기에 최근 발생한 전대미문의 코로나-19 판데믹 위기는 단순한 보건위기를 넘어서 정치ㆍ경제적으로 가늠할 수 없는 심각한 글로벌위기로 부상하고 있다. 글로벌 질서의 변화와 대내외 정보환경의 변화, 그리고 코로나와 같은 신흥 위협의 부상에 대응하여 국가적 위협을 조기에 탐지하고 슬기롭게 극복하는데 있어서 국가정보체계의 개선이 중요한 시점이다. 본 연구는 급속히 변하는 대내외 정보환경과 정보패러다임의 변화 그리고 해외 주요 국가들의 정보체계 개선사례를 살펴보고 그런 분석을 토대로 우리 정보체계의 개선과제를 도출해보았다. 특히 최근 미국에서 2차 대전이후 너무 냉전적 사고에 사로잡혀 모든 정보활동을 당면한 안보위협 제거에 집중하였다가 중국의 도전과 같은 더 큰 잠재적 위협을 깨닫지 못하고국력의 쇠퇴를 초래했다는 자기 성찰적인 시각을 반면교사로 삼아, 새로운정보패러다임의 시각에서 우리 국가정보가 지향해야할 중요한 개선과제를도출하였다. 미국, 이스라엘, 영국 등 해외 정보체계 개선사례들을 검토한결과 우리 국가정보체계가 추구해야할 바람직한 국가정보개선과제는 ① 국민적 신뢰회복을 위한 민주적이며 지속가능한 정보혁신 지향, ② 정보의공유성 및 통합성을 고려한 정보인프라의 구축, ③ 민간 기술정보(TECHINT) 기관인 과학기술정보국(가칭) 신설 검토, ④ 국가정보法 체계의 법제적 미비점 보완 및 개선, ⑤ 시대변화에 맞는 새로운 용어로 구시대적 용어를 대체, ⑥ 정보의 효율성 제고를 위한 새로운 정보분석 시스템의 개발 등이다. 포스트 코로나 시대 국가정보가 직면한 다양한 문제와 위협들과 관련하여해외 정보기관들의 정보체계 개선사례를 살펴보고 그 정책적 시사점을 도출하려는 본 연구가 향후 우리 국가정보체계의 개선 및 역량강화에 기여할수 있기를 기대한다.
Abstract
In recent years, a critical issue in intelligence studies has been revolving around the implications of the rapidly-changing global intelligence conditions for intelligence reform. The fast progress of scientific technology in the 21c has changed global intelligence conditions, thereby influencing intelligence collection, not to speak of data storage. Changing intelligence conditions such as diversification of security threats and intelligence targets, domestic intelligence crisis tends to cause severe difficulties in efficient intelligence activities. Sino-American hegemonic competition has also exercised an unstable impact upon Northeast Asia, including Korean peninsula, while unprecedented COVID crisis is now emerging as a global catastrophe, which nobody cannot expect its ramifications. Such changing global trends as democratization and informatization continue to bring forth the new realm of intelligence reform like democratic control and oversight of intelligence. Catching up with changing inteligence conditions and realities, Korean national inteligence is in a position to better prepare for emerging new intelligence challenges like breakdown of national boundaries, Corona pandemic crisis, and North Korea’s nuclear issue. This study explores into various cases of foreign intelligence reforms and come up with some alternatives which could be used for national intelligence reform. This study suggests governmental restructuring and some policy alternatives as follows. First, needed is to advance towards the build-up of national intelligence infrastructure for intelligence sharing and integration. Second, also necessary is the establishment of new scientific intelligence organization as a civilian TECHINT body. Third, also needed is the institutional improvement of the intelligence Act system taking charge of intelligence activities. Fourth, more efforts should be put into to develop new intelligence analysis system in order to enhance the intelligence efficiency. Fifth, the substitution of old negative terms with new fresh ones. Of course, these tasks can not be realized over a short period, but provided such demanding intelligence challenges in and out the Korean penisula, its priority should be given on democratic and sustainable reform of national intelligence in order to recover confidence of the people.
