이 논문에서는 규제의 품질을 향상시키기 위한 정부의 규제정책이 과연 정부가 의도한 대로경제에 긍정적인 영향을 미쳤는지 확인하기 위해, 세계은행 세계 거버넌스 지수의 규제 품질항목과 세계은행 세계개발지수의 국가별 패널 자료를 활용하여 규제가 국가의 경제성장률(연간 1인당 GDP 증가율)에 미치는 영향을 분석했다. 198개 국가의 2002~2017년 자료를 실증분석한 결과, 규제 품질 제고는 한국을 포함한 고소득 국가에서만 경제성장률에 긍정적인 영향을 미치는 것으로 나타났다. 반면 상대적으로 소득수준이 낮은 국가에서는 규제 품질보다는 자본 축적, 인플레이션율 통제, 무역 확대 등이 성장에 긍정적 영향을 미쳤으며, 국가의 소득수준에 따라 경제성장률에 영향을 미치는 요인들이 다른 것으로 나타났다. 이러한 분석 결과는 더좋은 규제를 만들기 위해 규제개혁을 지속해서 추진해 온 한국 정부의 정책 방향이 타당하며, 한국을 비롯한 고소득 국가의 경제성장을 위해서는 다른 성장 전략과 함께 규제의 품질을 높이는 규제 개선정책이 필요함을 시사한다. 또한 국가의 소득수준에 따라 차별화된 경제성장 전략이 필요함을 보여준다.
Abstract
This paper empirically analyzes how the quality of regulation influences economic growth rate by using the World Bank’s Worldwide Governance Indicators and World Development Indicators. In a selection of panel of 198 countries from 2002 to 2017, only high income countries could enjoy the positive effect of high regulatory quality on economic growth rate, including Korea. In contrast, in the cases of low income, lower middle income, and upper middle income countries, gross capital formation, trade, and lower inflation rate were more effective in promoting economic growth. These findings show that for countries with high income, it is necessary to promote better regulation policies to boost the economy. They also support Korean government’s policies to improve regulatory quality for the economy. In addition, the result implies that diverse growth strategies based on the income level of countries are more effective than standardized growth policies.
