Abstract

The 2025 K-PEC(Korea-Europe Peace & Exchange Cooperation) project aimed to multilaterally expand Gyeonggi Province's international peace cooperation network through collaboration with major European research institutions, while also establishing a foundation for sustainable research cooperation and policy linkage from a mid- to long-term perspective. To realize this goal, international academic conferences were held in Lisbon, Madrid, and Rome—cities symbolizing the dynamics of conflict and integration in Europe. These conferences provided important insights into developing cooperative models applicable to the Korean Peninsula, drawing on Europe’s experiences in peacebuilding. In particular, the conferences served as a platform for Gyeonggi Province to explore the structural transformation necessary for local governments to function as active agents in diplomacy and peace cooperation. The project also addressed broader strategies, including inter-Korean cooperation and responses to potential social challenges in a post-unification context. The clear agenda and direction set during the planning stages contributed significantly to the project's successful execution. However, ensuring flexibility in future planning will be essential to enhance inclusivity and academic diversity. The outcomes of the European conferences must be further developed through international academic events in Korea and the publication of special journal issues, reinforcing policy relevance. Additionally, continuous efforts are needed to build and maintain a digital research database and information-sharing system. These initiatives are expected to serve as a sustainable foundation for future Korea-Europe cooperation in support of peace on the Korean Peninsula.
