Abstract

Salient issues in Northeast Asia are related to the maximization of national interests and diplomatic influence as well as interdependent cooperative relations in the process of making a peace system on the Korean peninsula. Generally, to facilitate multilateral security cooperation, relatively convenient economic measures are to be preconditioned for the promotion of institutionalized multilateralism. However, academic controversies range from the conceptual matters to the specific ending point of the peace system. From the long-term perspective, the direction and principles are set, but detailed processes and methods are not yet shared. Examples include roles of participants and problems vis-á-vis dismantlement of the UN Command, ROK-US alliance, arms control, and contents of the road-map establishing peace system. This inquiry contends that finding reactive measures responding to the international security environment are not the way in establishing the peace system. Expansion of cooperative measures into the various field between the two Koreas is the better alternative for the concrete results. South Korea needs to intensify governmental and non-governmental cooperations, bilateral alliance system, multilateral security and confidence-building measures, and multilateral dialogues in Northeast Asia.
