Abstract

Park Geun-Hye Administration’s foreign policy vision is based on Trustpolitik, which is essential for Seoul to overcome Asia Paradox. For that ambitious objective, the Park Administration has initiated and been developing the Trust Process of the Korean Peninsula, the Northeast Asia Peace & Cooperation Initiative, and the Eurasia Initiative. South Korea’s efforts to harmoniously build and strengthen the ever-close relationships with the two great powers in the region (and the world), the US and China, look to be succeeding given the strong support from both Washington and Beijing for Seoul’s peace-promoting policies. However, in spite of the support by both the US and China for Seoul, South Korea’s regional foreign policy goals are hard to be materialized due to mounting and almost insurmountable obstacles and challenges especially due to the fierce rivalry and mounting tension between the US and China. Seoul's relationships with Japan has been abysmal so far. The future of the Eurasia Initiative does not seem to be very promising either thanks to the ongoing dispute between the US and Russia over Ukraine and other thorny issues. Therefore, under the difficult and complicated security environment of the region, marred by sinister power politics and vicious nationalism, which are beyond the reach of Seoul’s capacity, Seoul’s ambitious foreign policy objectives are hard to be realized. Yet one issue area that Seoul can overcome the mounting obstacles in all of these foreign policy objectives is improving relationships with North Korea by Seoul’s gutsy and innovative move. Seoul’s bold lead to reconvene the Six Party Talks, a multilateral framework, could be the first step to break the current deadlock in the region. That bold and decisive move could improve the relationships between the two Koreas as well as significantly help Seoul to achieve its foreign policy objectives.
