박근혜 정부의 대북정책 성공 가능성 -북한 행동 변수와 미중관계 전망에 따른 시나리오 분석-

이 논문에서는 박근혜 정부 출범 1년을 바라보는 시점에서 북한의 추가 도발여부와 미중관계의 전개 양상이라는 두 가지 변수를 교차시켜 각각 네 가지의 시나리오를 생성하여 정부의 향후 대북정책을 전망하였다. 시나리오 분석 결과 김정은 정권이 추가도발을 자제하고 미중협력 국면이 지속되는 상황이 ‘한반도 신뢰 프로세스’의 이행에 가장 이상적인 것으로 평가되었고 미중간 갈등이 표면화하고 북한이 추가 도발에 나설 경우 박근혜 정부의대북정책 공약은 사장될 우려가 높은 것으로 나타났다. 이러한 분석에 기반하여 이 논문은 대중(對中)외교의 강화, 대북정책 공약의 선택과 집중, 정상회담 위주의 접근 지양, 경제－안보의 연계와 탈연계 전략 수립 등을 제안한다.
Abstract
This paper aims at predicting the future prospect of the North Korea policy by the Park Geun-hye adminstration through scenario analysis based on the two variables. One of the variables is whether the North would conduct further provocation and the other is whether the United States and China would cooperate with each other in Northeast Asia. The conclusion of this analysis implies that the most ideal scenario for the implementation of the Korean Peninsula Trust Process will be the situation in which the Kim Jong-un regime refrains from further provocative behaviors while China and the United States continue to cooperate with each other in Northeast Asia. At the same time, the result of the scenario analysis shows that the Park Geun-hye administration’s North Korea policy pledges are unlikely to be implemented in the event of conflictual situation between Beijing and Washington in this region while Pyongyang attempts to escalate tension in the Korean Peninsula. This paper proposes, based on this analysis results, the Park Geun-hye administration double up diplomatic endeavor to further develop the partnership with Beijing to resolve the North Korean nuclear problem, and put focus on the feasible idea among its election pledges on North Korea issues. This paper also recommends the South not to adopt inter-Korean summit-centered approach in engaging with North Korea, and the Park administration to establish a link/delink strategy between security and economy issues in dealing with the North.
