Abstract

This study analyzes the structural limitations of Arctic governance and the political dynamics of conflict and cooperation within the decision-making processes of the Arctic Council. The findings reveal that the Arctic Council has exhibited significant institutional weaknesses, including the absence of legally binding authority, the exclusion of military and security issues, the limited influence of indigenous organizations, and tensions between observer and member states. Nonetheless, the Council has achieved notable outcomes in the domains of environmental protection, scientific cooperation, and indigenous rights, with the 2011 Arctic Search and Rescue Agreement serving as a symbolic example of institutionalized cooperation. By applying and integrating perspectives from neorealism, neoliberal institutionalism, and constructivism, this study demonstrates that Arctic governance should be understood as a complex dynamic in which conflict and cooperation intersect. This analysis contributes to the broader literature on international environmental governance and provides theoretical insights for examining the future restructuring of Arctic cooperation and the evolving role of non-state actors.
