북극이사회(Arctic Council)의 한계와 효과성 분석: 레짐이론(Regime Theory)을 중심으로

기후변화는 북극의 북동항로 이용 가능성뿐만 아니라 막대한 천연자원과 수산자원에 대한접근을 용이하게 만들었고, 이러한 경제적 가치 외에도 지속적인 북극개발에 대한 협력은 향후 강대국 경쟁에서 외교적 균형을 이룰 수 있는 지정학적 가치를 내재하고 있다. 본 연구는 북극의 증대하는 가치에 대하여 이해국가들의 이익이 상충하고 지정학적 경쟁이강화되고 있는 시점에서 레짐이론을 통해 북극이사회(Arctic Council)의 한계와 전망을 분석하였다. 특히, 분석과정에서 레비(Marc A. Levy)의 레짐 유형화 기준과 해거드와 시몬스(Stephan Haggard and Beth A. Simmons)의 레짐 효과성 판단 기준을 적용하였다. 그 결과레짐으로서의 규범(법적 질서)의 부재, 문제해결능력 부족, 자체적인 행정조직과 예산의 부재, 제도의 폐쇄성 및 배타성, 기구 내 형평성의 문제 등의 한계로 인해 영향력을 상실하고 있다고 분석하였다. 한편, 한국의 북극정책은 북극이사회에 대한 협력을 중심으로 이루어져왔으나 북극이사회의 비관적인 전망에 따라 큰 이익을 얻기 어려울 뿐만 아니라 정권의 교체에 따른 부침과 차별화된 이니셔티브와 정책이 부재했던 것이 실정이다. 이에 본 연구는 분석결과를 토대로, 한국 북극정책의 추동력 유지를 위해 북극이사회 위주의 협력이라는 매몰된 시각에서 벗어나 포괄적인 다자협력 하에 구체적인 이니셔티브와 정책 변화의 필요성을 강조하고 북극정책의효과적이고 효율적인 발전을 위한 정책 방향성을 제안한다.
Abstract
Climate change has facilitated access to vast natural and fisheries resources, as well as the availability of the Arctic Northeast Passage. In addition to these economic values, cooperation on continuous Arctic development has geopolitical values that can achieve a diplomatic balance in future great power competition. This study analyzes the limitations and prospects of the Arctic Council through regime theory at a time when the interests of interested countries are in conflict and geopolitical competition is intensifying regarding the increasing value of the Arctic. In particular, in the analysis process, Marc A. Levy's criteria for regime typology and Stephan Haggard and Beth A. Simmons' criteria for determining regime effectiveness were applied. As a result, it was analyzed influence of Arctic Council is decreasing due to limitations such as the absence of norms (legal order) as a regime, lack of ability to solve problems, absence of an independent administrative organization and budget, closedness and exclusivity of the system, and problems of equity within the organization. On the other hand, Korea's Arctic policy has been centered on cooperation with the Arctic Council, but it is difficult to obtain great benefits due to the pessimistic outlook of the Arctic Council, and the situation is that there is no initiative and policy differentiated from the change of government. Therefore, based on the analysis results, this study emphasizes the need for specific initiatives changes and suggests a policy direction under comprehensive multilateral cooperation, moving away from the buried perspective of cooperation centered on the Arctic Council to maintain the driving force of Korea's Arctic policy and to develop an effective and efficient Arctic policy.
