실업급여제도의 성별 영향: 실무자 심층면접을 중심으로

2008년 실업자 대비 수급자 비중은 여성의 경우 141.9%로, 수치상으로만 볼 때 여성들의 실업급여 수급은 오히려 과분한 것처럼 보인다. 그러나 임금 및 위계구조에서 성별분리가 여전히 존재하는 노동시장의 현실과 실업자 통계에 포착되지 않는 많은 수의 여성 실망실업자들의 존재, 기업구조조정시 여성 우선 해고 관행, 임신⋅출산⋅돌봄 등의 사회적 기여가 오히려 여성노동 평가에 걸림돌로 작용하는 현실 등을 감안할 때, 이러한 통계수치 이면에는 여성들에 대한 체계적 불평등이 존재할 가능성이 높다. 이 논문에서는 양적 통계만으로는 제대로 파악되지 않는 실업급여제도의 불평등한 성별영향을 조사하기 위해서 일선에서 실업급여를 담당하는 실무자들을 대상으로 심층 면접을 실시했다. 실무자들은 제도의 실질적 중립성(양성 평등성)에 대해 혼란스러운 인식을 보여주었으나 여러 차원에서 양성 불평등한 결과가 초래됨을 부정하지 않았다. 그리하여 제도의 적용 대상과 가입, 실업급여 수급자격 인정, 그리고 구직활동 인정에서 성별 영향이 존재함을 확인할 수 있었다. 이렇게 확인된 실업급여제도의 성별 영향을 이 논문에서는 경제적 효과와 규범적 효과의 두 측면에서 살펴보고, 분배되는 실업급여 액수의 불평등 뿐 아니라 불평등한 젠더규범의 강화 및 재생산 효과가 더욱 중요함을 강조했다.
Abstract
The unemployment benefit system in Korea is based on gender-neutral categories. Our hypothesis is that this gender-neutral system contradicts the real gender-biased effect of the system. Because of the sexual division of labor within family and on the labor market, because of sexual harassment and sexual discrimination in the workplace, we can guess that women are tend to be disadvantaged. We interviewed 9 officials of local Job-Centers under the Ministry of Labor. With the method of qualitative analysis, we arrived the fact that the officials not only take the gender-neutral system for granted and for fair to both sexes, but also they knew already the gender-biased consequences of the system. Women are likelier to be excluded by the system, have special difficulties in regard to pregnancy, caring children and other family members, and sexual harassment at work. For women the system could not achieve what it originally aimed at.
