행정의 역사 속에서 본 행정학의 기원 - 유럽과 미국을 중심으로 -

행정현상은 고대문명과 고대사회부터 존재해왔지만, 사회과학의 한 범주로서 행정학의 탄생은 근대사회이후의 일이다. 행정현상이 독자적이며 체계적으로 연구되기 시작하고 학문적 공동체를 형성해간 것은 근대사회 초기 절대주의 시대부터라고 할 수 있다. 근세사회에 절대주의 국가 체제가 들어서면서 왕권의 강화와 중앙집권을 위한 부국강병의 노력이 이어졌고 이 과정 속에서 행정에 대한 체계적 연구 필요성이 존재했던 것이다. 독일(프러시아)의 프리드리히 대제(1740-1786) 시대를 전후한 시기에 출현한 관방학이 그 대표적인 예이다. 독일은 이후 독일 통일(1871) 과정을 거치면서 슈타인의 행정학을 정립한다. 이후 슈타인의 행정학은 행정법학으로 발전하였다. 프랑스도 나폴레옹의 일인지배시절 강력한 군대식 행정 개혁과 법제 정비를 시도했다. 여기서 나폴레옹도 계몽군주의 역할을 수행한다. 독일 프랑스와 달리 영국은 마그나카르타(1215)이후 입헌군주제를 형성한 명예혁명(1688)까지 정치적 논쟁의 시기였고, 장기간의 과정을 거쳐 내각제를 토대로 한 입헌군주제를 구축하는 과정 속에 존재하여 행정에 관한 체계적 연구가 늦어졌다. 근대 시민사회이후 현대 국가체제에서의 행정연구는 19세기 미국에서 시작되었다고 할 수 있다. 유럽의 관방학은 절대주의 체제아래서 왕권을 유지하기 위한 것이었다. 정치와 행정이 기술적으로는 분리될 수 있지만, 본질적으로 분리될 수 없는 것이라고 볼 때 현대행정학의 시작은 절대주의 아래의 관방학이라고 보기 어렵다. 민주체제 아래서 전개된 윌슨(W. Wilson)이후의 미국 행정학을 시발점으로 보는 것이 타당하다고 평가한다. 또한 유럽의 관방학은 독일이나 프랑스의 성문법 체계를 완성하기 위한 행정법학으로 발전하였기 때문에 관리주의적 관점으로 발전하고 있는 현대 행정학의 기원으로 보기 어렵다.
Abstract
From the ancient society, public administration existed as a general social phenomena. But administrative study as an academic discipline has not been. The science of public administration has emerged in modern society. Cameralism in Prussia has developed as a primitive academic study of public administration. Especially, Frederick the Greate as a enlightened monarch contributed to the development of this academic area. But the studies in Prussia were not for people, bur for one absolute monarch. Today's political constitution is democratic system. So the academic output of cameralism is not proper to modern democratic world. Real study programs for modern society has been emerged in America in 1887 by Woodrow Wilson. He published the famous essay of 'The Study of Adminstration'. In that essay, he declared that modern state is the administrative state. It is more difficult to run a constitution than to frame. The field of administration is the field of business. This idea has linked to modern management science in public sector, public policy and other public area study. So We can conclude that the origin of modern administrative study as an academic discipline has started with Wilsonian Administrative study in America.
