행정개혁의 역사와 모형을 종단 및 횡단적 견지에서 검토하는 일은 현실 행정 의 개선은 물론 행정학의 체계화와 직결된 문제이다. 이에 본 연구는 행정개혁의 역사를 르네상스와 종교개혁 및 중상주의를 토대로 출현한 서유럽의 절대국가, 산업혁명과 정당정치를 기반으로 하는 영미의 입법국가 그리고 20세기를 전후해 적극적인 정부상을 표방한 현대 행정국가로 구분한 상태에서 각기 행정개혁의 주요한 추진계기와 제기된 문제점에 대한 처방책으로 제시된 행정개혁의 기반이 론들을 비교역사적 견지에서 검토하였다. 또한 횡단적 견지에서 현재 각국의 행 정개혁을 위해 경합하고 있는 행정개혁의 모형들을 시장모형, 참여모형, 조직모 형, 관리모형으로 구분한 상태에서, 각각의 모형이 내포하고 있는 기본적인 논지 를 정부실패의 원인, 개혁에 대한 처방, 해당 접근방법이 가진 한계와 비판 등을 중심으로 살펴보았다.
Abstract
This paper aims to provide a systemic framework in understanding the practices which have historically been made in reforming public administration. For this purpose, this paper examines the history and model of administrative reform through a comparative historical perspective, and in turn, attempts to reveal the contexts and logics of administrative reform vertically and horizontally. In the first part of this paper, we analyze the major drives into administrative reform and theoretical grounds for it which can be put in relation to each different historical institutional experiences, which were brought by: (1) the absolute state based on the Renaissance and Reformation thought in Western Europe, (2) the constitutional state accompanied with the Industrial Revolution and party politics in Britain and the U.S., and (3) the contemporary administrative state with leading role of public administration in the 20th century. Secondly, by establishing a four-dimensional typology showing different viewpoints on the cause of government failure, the major prescriptions and logics toward administrative reform, we give rise to such contending four alternative models as: (1) market model, (2) participatory model, (3) organizational model, (4) managerial model. Lastly, we briefly discuss on some implications from these models and historical observations in terms of enhancing the public relevance of the current efforts for administrative reform.
