Abstract
The EU is leading the agenda related to the global climate change problem and is actively responding to the reduction of carbon emissions compared to other developed countries. The EU's response to climate change resulted in the reduction of the EU's greenhouse gas emission by 22.4% in 2016 compared to 1990. However, emission of greenhouse gases in transportation sector increased by 18% in 2016 compared to 1990. In order to reduce greenhouse gas emissions in the transport sector, the EU enacted Regulation (EC) No 443/2009 on passenger car emission standards in April 2009 and enacted regulations for commercial vehicles in March 2011. In addition, the EU has strengthened the Regulation (EC) No 443/2009 on passenger car emissions standards established in 2009. Compared with the average of 158.7 g CO2 / km in 2007, the reduction in carbon emissions for vehicles in 2015 and 2021 is aimed at a reduction of 18% and 40%, respectively. As the awareness of problems about air pollution and GHG reduction has been strengthened, support for electric vehicle purchasing incentive system and charging infrastructure expansion is expanding at the central government level in order to expand use of environment-friendly transportation means. In fact, France introduced the green car compensation system as early as the end of 2008 in Europe.
