Abstract

The EU leads climate change actions since the Kyoto Protocol. The EU adopted the 2020 Climate and Energy Package (2020 Climate and Energy Package) in 2008, setting ‘20-20-20-20 goals’: reducing greenhouse gas emissions by 20% compared to the year 1990; increasing the share of renewable energy from final energy consumption to 20%, and increasing energy efficiency by 20%. The EU has achieved these goals in 2014. In the EU, greenhouse gas emissions from the energy industry and industry- construction have dropped sharply. However, greenhouse gas emissions from the transport rose from 1990 to 2010. The transport is the second largest sector of CO2 emissions in the EU after the energy industry. EU member states have reduced actively greenhouse gas emissions. However, the divergence of low carbon transport policies in the EU exists between the member-states. The Czech Republic rises as the center of automobile production in the EU. However, the new electric vehicles registration in Czech republic is low among the EU member-states while the Czech government plans to increase the use of electric vehicles. In addition, under the Principle of Technical Neutrality, the Czech government promotes the use of plug-in-hybrid and CNG vehicles as well as pure electric vehicles (EVs) in order to reduce greenhouse gas emissions from the transport. In the Netherlands, only Fully electric vehicles have been subsidized since 2019 and only zero-carbon vehicles will be allowed for the new vehicle registration from 2030.
