(Roadmap to a Single European Transport Area)” 백서에서, 도심에서화석연료 사용 차량을 2030년까지 50% 수준으로 감소, 2050년까지는 완전퇴출(phase out)하는 전략을 제시하였다. (Directive 2014/94/EU of the European Parliament and of the Council of 22 October 2014 on the deployment of alternative fuels infrastructure)”을 통해서 안정적인 전기자동차 충전환경 보장을 위해서 2020년 12월 31일까지 대중이 접근 가능한 적절한수의 전기자동차 충전소를 확보하여 도심/부도심 밀집지역 및 기타 인구밀집지역에서 전기자동차의 운행여건을 마련해야한다고 규정하였다. (TFEU: Treaty on the Functionning of the European Union)에서 제2조 2항인 EU와 EU회원국 간의 공동관할권(Shared Competence)에 속하는 분야이다.

Abstract

The EU has led the global actions against climate change. The EU’s goal to cut greenhouse gas emissions by 2020 compared to 1990 was achieved in 2014. However, the EU's greenhouse gas emissions from the transport sector has not decreased significantly. The EU has adopted initiatives to achieve greenhouse gas reduction from the transport sector. In 2011, the European Commission proposed a strategy in its White paper titled "Roadmap to a Single European Transport Area" to reduce fossil fuel vehicles in urban areas by 50% by 2030 and phase out by 2050. According to the Directive 2014/94/EU of the European Parliament and of the Council of 22 October 2014, the Member States shall ensure, by means of their national policy frameworks, that an appropriate number of recharging points accessible to the public are put in place by 31 December 2020. In 2020, with the increased sales of electric vehicles in Europe, Europe has emerged as the World's largest electric vehicle market. However, according to Article 4 of the TFEU, the areas of Energy and Environment belong to the Shared Competence between EU and EU member states. The EU member states have different policies on low-carbon vehicles and the charging infrastructure for electric vehicles in the EU is also biased towards certain countries. Policy coordination between member states must be further expanded in order to ensure that the free movement in the European Single Market is not restricted in the future under the EU’s transition into low-carbon economy
