Abstract
This study investigates strategies to introduce and expand the use of AI food scanners as a preventive policy tool for reducing food waste. To this end, a survey was administered to nutritionists working in the cafeterias of 31 municipal government office buildings in Gyeonggi Province, while in-depth interviews were conducted with key stakeholders, including system providers, pilot project personnel, and frontline nutritionists. The survey results show that most food waste in public cafeterias is generated at the consumption stage, particularly as plate waste, and that the major challenges reported by respondents include low user awareness and the lack of reliable quantitative data. Although overall awareness of AI food scanners is relatively low, respondents expressed strong expectations for their potential to reduce food waste and support data-driven menu management. Concerns were also identified regarding initial installation costs, operational and management complexity, and the adaptation burden placed on both users and staff. These concerns were more pronounced among nutritionists working in large-scale foodservice settings serving more than 400 meals per day. Based on these findings, the study proposes phased expansion through pilot operations and recommends financial and personnel support for successful installation and ongoing management.
