주민자치시대의 통장 선임 개선방안에 대한 연구: 의정부시를 중심으로

통장은 최말단 행정기관인 동과 지역주민을 연계하는 매개자로서 행정기관의 보조자와 지역주민의 대표자라는 이중적인 성격을 띠고 있다. 이러한 통장제도는 조선시대까지 거슬러 올라가는 오랜 역사를 갖고 있으며 최근 지방자치가 정착되면서 그 역할의 중요성이 점증되고 있어 무엇보다도 역량 있는 통장의 선임이 요구되고 있다. 본 연구는 의정부시를중심으로 통장·전문가·공무원을 대상으로 한 설문조사를 통해서 통장에게 요구되는 역량을 지표화 함으로써 통장 선임에 있어 타당성과 객관성을 제고하고자 한다. 설문조사 결과 응답자의 유형에 따른 큰 차이는 발견할 수 없고, 통장의 요건으로서 주민의 참여욕구가 증대됨에 따라 대표성, 행정업무가 복잡해짐에 따라 전문성, 민선자치가 정착됨에 따라 정치적 중립성이 각각 강조된다는 점을 발견할 수 있다. 이러한 요건에 기초하여 공정한 통장심사위원회를 구성하고 통장후보자의 평가지표를 구체화함으로써 역량 있는 통장을 선임할 수 있게 된다.
Abstract
Tongjang plays a role of bridge between Dong which is the lowest in public administrative hierarchyand regional residents. Such a role provides Tongjang with double status as not only auxiliaryagent to administrative organization but also representative of residents. Tongjang system has along history to date back to Chosun Dynasty, whose role is increasingly stressed as local governmentsystem settles smoothly down in Korea. The success of Tongjang system can be only guaranteed byselecting competent Tongjangs. This study, to secure relevance and objectivity in selecting Tongjang,aims at indexing the competences and qualities required on Tongjangs through survey targetingTongjangs, concerned civil servants, and professionals in Uijeongbu City. According to the findings,although there is no significant difference in the strain of responders, representation as participatoryneed increases, specialty as administrative affairs specializes, and political neutrality as democraticlocal government system matures are demanded as requirements of Tongjangs. Based on suchrequirements by establishing a fair Tongjang Selection Committee and by concretizing indices toevaluate Tongjang candidates, professional, democratic, and responsible Tongjangs can be chosen.
