국방기획체계의 발전 방향: 문서별 적실성과 연계성을 중심으로

국방의 성패는 일차적으로 국방기획의 실효성에 달려있다. 국방기획은 기획(planning)-계획(programming)-예산(budgeting)-집행(execution)-평가(evaluation) 로 이어지는 국방기획관리 5단계 가운데 첫 단계로 국방이 나아갈 방향과 목표･ 비전을 제시해주고 행동지침을 내려주는 길잡이이기 때문이다. 하지만 기획문서별 적실성과 문서 간 연계성이 미흡하여 국방기획의 실효성이 제한된다. 앞으로국방기획이 본래의 역할을 완수하려면, 특히 국방기획관리의 생명선과 같은 문서 간의 연계성이 확보되어야 한다. 그런데 이는 기획체계의 간소화, 수직적 역할분담의 정상화, 상위 지침의 명확화 등에 의해 뒷받침될 때 비로소 현실화될것이다.
Abstract
The success or failure of national defense depends on the effectiveness of the defense planning system that comprises to the first step of the five-phased defense management system--the so-called planning, programming, budgeting, execution, and evaluation system (PPBEES). However, its effectiveness is limited due to the lack of both feasibility and linkage of planning documents. In particular, organic linkage between documents is the lifeline of the PPBEES. For the linkage of documents to be institutionalized, some preconditions should come into being, including the simplification of the planning system into a brain structure, a hierarchical division of labor among planning documents, and clear and tangible policy guidelines.
