한국의 국방예산 분석/평가 모델: 성과분석을 중심으로

한국의 국방예산에 대한 분석/평가는 국방기획관리 체계상에서 매우 중요한 부분을 차지하고 있다. 하지만 이러한 역할과 위치에도 불구하고 국방예산에 대한 체계적인 분석/평가모델이 미비하여 정확한 국방예산과 국방재원 및 국방비지출에 대한 분석/평가가 이루어지지 못하고 있는 실정이다. 더욱이 정부가 추진하고 있는, Top-down Budgeting System으로의 전환을 수용하기 위해서는 현재의 국방기획관리 체계와 국방예산편성 및 집행제도도 변화를 꾀해야 할 위치에 있다. 이에 본 연구는 Top-down Budgeting System에 적합한 한국 국방예산의 분석/평가모델을 개발하여 제시하고 있다. 본 연구에서 제시하고 있는 성과중심의 국방예산 분석/평가모델은 기존 분석/평가의 제한사항들을 극복하는데 기여함으로써 분석/평가결과의 환류성이 재고되고 Top-down Budgeting System의 성공적인 정착에 필수적인 성과관리체제가 강화될 수 있을 것으로 판단된다.
Abstract
Evaluation regarding the ROK defense budget hold a very important part in PPBEES. However, notwithstanding such role and position, systematic model for evaluation regarding defense budget is insufficient, so accurate evaluation of defense budget, defense cost, and defense expenditure cannot be realized. Moreover, to accept conversion of one-year budgeting system into a top-down budgeting system, which is being proceeded by the Participation Government, present PPBEES, defense budget planning, and execution system should go through change. Therefore, this study proposes a developed model for evaluation regarding the ROK defense budget appropriate for top-down budgeting system. The model focusing on performance proposed for defense budget evaluation may be insufficient, but it may contribute to overcoming restrictions of previous evaluation, leading to reconsideration of feedback of evaluation results, and intensifying the performance management system necessary for successful settlement of top-down budgeting system.
