국가수준의 개입이 필요한 재난상황 시 군 인적자원을 활용하는 것은 중요하다. 본 연구의 목적은 제도, 자격, 교육 측면에서 국가재난관리의 군 역할 강화발전방향을 제안하기 위한 것으로써, ① 군이 다양한 재난에 적극적으로 대응할수 있도록 법과 제도 보완, ② 군 간부들 관련 역량의 사회 연결성 강화를 위한재난안전관리사 자격 신설, ③ 군 간부들이 자격시험에 응시가능하고 재난안전관리 역량을 강화할 수 있는 교육과정 등을 제시하였다. 본고가 국가재난안전관리에 있어 군 역할 강화에 기여하기를 기대한다.
Abstract
It is important to use military personnel in disaster situation, which needed the intervention at national levels. The purpose of this study is to propose the direction of development on strengthening national disaster & safety management role of the military in terms of the system, certification and training ① Complement the laws and institutions that militaries are available to response various disaster positively ② Make the government certificate of disaster & safety manager that can enhance connection military officer’s related competency to social. ③ Address training course that make military officers to apply certification test and strength disaster & safety management competency. The result of this study is expected to contribute on strengthening the role of the military in national disaster & safety management.
