Abstract
Pak T’aebo’s tenure as magistrate of Ich’ŏn in Kangwŏn Province holds important significance for understanding the politics and governance of King Sukchong’s reign. In 1682, following the Imsul Kobyŏn (The Imsul memorial Incident), Pak, one of its leading figures, was assigned to the remote and impoverished post of Ich’ŏn County, where civil officials were not dispatched. His governance of Ich’ŏn was thus not a solitary endeavor but the product of collective intelligence shaped by kinship and factional network. Although expelled from central government, Pak, as a magistarate, implemented significant reforms in the judical system. In 1685, a shrine dedicated to the Six Martyred Ministers (Sayukshin) was established in Yŏngwŏl County, and Pak T’aebo authored the inscription, the Yŏngwŏl Yukshinsagi. In the wake of factional crises such as the Imsul Kobyŏn (1682) and the Shinyu Ŭisŏ (1684) controversy, the Westerners (Sŏin) split into the Patriarch’s Faction (No-ron) and Disciple’s Faction (So-ron) factions, weakening the authority of Song Siyŏl and other elder statesmen. In this context, the construction of the Yŏngwŏl shrine and the commemoration of loyalist martyrs in 1685 carried a political aim: by honoring the Six Martyrs and incorporating figures such as Pak T’aebo, O Toil, and Southerners Yu Semyŏng, Hong Manjong and the Song siyŏl sought to achieve moral unification and assert control over state affairs. However, Song Siyŏl deliberately excluded the P’ap’yŏng Yun Clan, which was central to the project of reconciliation. Song’s theory of reconciliation fundamentally differed from Pak Sech’ae’s concept of harmonious governance, thus it contained inherent limitations. Pak T’aebo did not accept Song’s defective conciliation. After returning to central politics, Pak again came into confict with Song, so that the ideal of Song’s reconciliation failed to develop into state governance.
