일본의 TPP 교섭참가결정 분석: 지역경제질서 건축전략의 맥락에서

일본은 2000년대 들면서 일찍이 FTA전략을 수립하였으나 그 실행에 많은 어려움을겪었다. 한국의 사례와 대조적으로 대형 파트너가 부재하고 교섭대상 범위도 한정되어있으며 자유화의 정도가 낮은, 따라서 체결의 기대효과가 낮은 FTA를 추구하여 왔다. 그러나 2010년대 들면서 TPP 교섭 참가선언을 하면서 일약 동아시아 경제질서 건축경쟁의 변화의 주역(game changer)되고 있다. 이 글은 초국적 생산네트워크의 확산이라는시장의 변화, 미일동맹 강화 속에서 지역 경제질서 건축의 주요 역할을 수행하려는 전략적 의도로 일본 통상정책의 변화를 설명하고 있다.
Abstract
Despite its upstart for FTA strategies formulated from the early 2000s, Japan has found difficulties in implementing them. It has not concluded trade agreements with major economies in a comprehensive manner. Low-yield FTAs with relatively low-level liberalization are majorities. But entering the 2010s, Japan has become a game changer in the region by declaring its participation of TPP negotiations. This paper will explore how and why Japan decided to enter the negotiations by considering three factors: changes in the market (i.e., regional production networks), changes in strategic environment(i.e., strengthening of its alliance with the United States), and changes in the domestic political institutions.
